PS3 had PS2's CPU and GPU combined on the same chip but in later models Sony removed those. No offense OP, but simple info like the 360 using arm (which is false - they both use the same friggin IBM PowerPC architecture) should have been easy to check out. And having a more complicated CPU architecture (edit: 1 cpu + 8 spu's vs 3 CPUs - trying to be factual as much as possible, but a lot of info is hard to nail down) is really not the barrier. The first supposition is that the cell is wildly more capable than the 360 thing.

Not just the scorpio, but even when the next thing comes down the pipe, MS will have the flexibility to change their architecture considerably more than sony and maintain 100% BC, even if they have to be run in a VM wrapper. In any case, I think the project dovetails in to running all old games on newer hardware. Could easily be wrong about this but it's a huge project. I suspect the BC project has been underway at MS as far back as the X1 starting development. Can you even play an audio CD on the ps4 yet? (honest question). PS1 & PS2 emulation of disc based games should not be a problem, it's just sony has want to solve it. Don't shoot the messenger, but, I mean, yeah. Sony lost interest in not having you re-buy your old titles in some way shape or form. As far as I know, PS3 had a library for graphics calls (mentioned in the above article) but nothing was standardized. This supposition could be really the key to all of this working, as all the graphics calls could be optimized to be called directly on the current GPU.

I recall ( as a quick verification at least at the start of the lifecycle) that at some point, and maybe through its whole lifecycle, all 360 games had to make all GPU calls through DirectX. The cell CPU is complicated, yes, but it's not an intractable problem (I can't find the article, but emulating PPC architecture, let alone the weird one of the 360 is a mindboggling thing.) The ungodly amount of engineering effort for sony to get where MS was before the x1bc was a thing probably cannot be understated. Microsoft is/was big in to virtual machines already.
